Tom is a lawyer who has dedicated his entire legal career to public service. For 13 years, Tom served as an Assistant State’s Attorney in the Cook County State’s Attorney’s office. In this role, he held assignments in both the Criminal Prosecutions Bureau and the Civil Actions Bureau. Tom began his legal career in the Criminal Prosecutions Bureau where he wrote and argued appellate cases before the Illinois Appellate Court and tried hundreds of criminal bench trials and nine jury trials.
In 2008, Tom transferred to the Civil Actions Bureau and was assigned to the Torts and Civil Rights Litigation Unit, where he represented Cook County employees and elected officials in civil rights and tort litigation filed in the United States District Court and the Circuit Court of Cook County. Upon being promoted into the Labor and Employment Unit, Tom continued to represent Cook County employees and elected officials in employment related litigation. While assigned to the Labor and Employment Unit, he began representation of various elected officials in the Shakman litigation.
In 2012, the President of the Cook County Board of Commissioners appointed Tom as the Deputy Director of Labor Relations. As Deputy Director, he assumed the role of legal advisor and contract negotiator responsible for all aspects of labor and employment matters within the Offices Under the President and supervising the litigation within the Labor Relations Department including grievances, arbitrations, federal and state court litigation, and Illinois Labor Relations matters.
Tom returned to the State’s Attorney’s Office in 2014 to join the Complex Litigation Unit, a specialized litigation unit charged with handling the most complex and high-profile matters within the Civil Actions Bureau. In 2015, he was promoted to Deputy Supervisor of the Civil Rights Litigation Unit where he oversaw a fourteen-attorney litigation unit, while also maintaining representation of the complex litigation cases.
In 2017, Tom joined the Cook County Assessor’s Office as Legal Counsel where he was responsible for assisting the Assessor’s Office in reaching substantial compliance with the Shamkman Decree and for handling labor relations for the Office.
Currently, Tom is Labor Counsel for the Cook County Recorder of Deeds where he is charged with bringing the Recorder’s Office into substantial compliance with the Shakman Decree, supervising and directing all employment and labor litigation for the Office, and managing all labor related matters.
Tom and his wife, Alissa, live in Oak Park with their two daughters, Ellyana and Kyleena. Outside of his legal career, Tom is a member of the professional advisory board of the C.H.I.L.D. Foundation, a non-profit foundation dedicated to learning development of children. He coaches his daughters’ softball teams and is a member of the men’s club at his church.
